Pudong issues real estate ownership certificate within 30 minutes

Shanghai's Pudong New Area has accelerated its fully online "land transfer and certificate issuance" service through the Government Online-Offline Shanghai e-government platform.

The streamlined process allowed Carl Zeiss Shanghai Co Ltd to complete procedures for a new project in just 30 minutes, from online data sharing to on-site collection of a real estate ownership certificate.

A leading optics and optoelectronics company based in Pudong, Carl Zeiss Shanghai became the first to benefit from the expedited service in 2026.

The new project involves the construction of a 5.3-hectare park for the German Zeiss Group's Greater China headquarters, representing the group's largest single infrastructure investment in China to date. The development is designed to integrate and upgrade core functions, including management, operations, sales, R&D, production, and supply chain, to boost operational efficiency in the Chinese market.

The milestone service not only accelerates the project's construction and production timeline but also exemplifies the reliability and efficiency of fully online service models for enterprises through the e-government platform.

Expediting the "land transfer and certificate issuance" service is part of Pudong's ongoing efforts to deepen reforms and optimize the business environment through continuous process redesign and system optimization.

Under the new system, businesses no longer need to visit different departments or submit repeated documentation. Instead, the platform automatically retrieves key information such as land transfer contracts and tax payment receipts. It achieves "zero material submission" with a streamlined process of "online application, information sharing, one-click payment, online review, and instant certificate issuance".
